What's happening

This bill prohibits landlords from passing fuel cost increases onto tenants in rent-controlled housing in New York City.

Why it matters

  1. Protects rent-controlled tenants from sudden or unpredictable rent hikes. that could result from fluctuations in fuel prices, helping stabilize housing costs for some of New York City's most vulnerable residents.

  2. Shifts the responsibility for fuel cost increases entirely onto landlords. , potentially incentivizing them to invest in energy efficiency or negotiate better fuel contracts, but also possibly affecting their willingness to maintain or invest in rent-controlled properties.

  3. Strengthens and clarifies tenant protections under rent control. , closing loopholes that previously allowed landlords to increase rents for fuel-related reasons, and making rent amounts more predictable.

  4. Links the new protections to the ongoing housing emergency. , meaning these rules will stay in effect only as long as the city’s emergency rent control laws are active, tying tenant protections to broader housing policy decisions.
