What's happening
This bill creates a $3,000 personal tax deduction for New York residents who have been active members of the U.S. Coast Guard Auxiliary for at least five years.
Why it matters
Provides financial recognition for volunteer service. By offering a $3,000 tax deduction, this bill acknowledges and values the unpaid service of New York residents who have dedicated at least five years to the U.S. Coast Guard Auxiliary, which often supports search-and-rescue, safety patrols, and disaster response.
May incentivize long-term volunteerism. The five-year service requirement could encourage current and prospective volunteers to remain active longer, potentially strengthening the Auxiliary's ability to assist with maritime safety and emergency operations.
Sets up an official certification process. The bill requires certification from the chief director of the Coast Guard Auxiliary to verify eligibility, which introduces a formal mechanism to ensure only qualifying members receive the deduction, potentially reducing fraud or misuse.
