What's happening

This bill removes the expiration date and "demonstration" status from New York's heroin and opioid addiction wraparound services program, making it permanent.

Why it matters

  1. Makes wraparound support services for heroin and opioid addiction a permanent part of state law. , signaling a long-term commitment to comprehensive care for people in recovery rather than a temporary or experimental approach.

  2. Ensures continued access to a broad range of supportive services. including case management (covering legal, educational, financial, social, family, and childcare needs), peer support, employment support, and transportation assistance—for both adolescents and adults during and up to nine months after treatment.

  3. Provides greater stability for service providers and individuals in treatment. , allowing for better planning, resource allocation, and program development, since these services are no longer subject to sunset or uncertain funding.

  4. Institutionalizes the evaluation and reporting process. , requiring ongoing assessment of program effectiveness and best practices, which could drive improvements and accountability in how addiction recovery services are delivered statewide.
