Limits eligibility to one plate per recipient household. either the recipient or their spouse can receive the distinctive plate, but not both, which controls the scope of the program and potential administrative costs.
Imposes only a minor additional cost. (a one-time $10 service charge) to applicants beyond regular registration fees, making it relatively accessible while helping to cover administrative expenses.
Allocates funding to mitigate state costs. by setting aside up to $5,000 to the Department of Motor Vehicles for initial production, which helps ensure the program is financially sustainable at launch.
