What's happening

The bill increases penalties for sexual abuse and public lewdness committed while a person is a passenger on public transportation.

Why it matters

  1. Targets crimes committed in a particularly vulnerable setting. By focusing on offenses that occur while someone is a passenger on public transportation, the bill acknowledges the unique risks and lack of privacy in these environments, aiming to enhance protection for commuters who may feel especially powerless or trapped.

  2. Creates stronger deterrents for repeat or location-based offenses. Elevating penalties for sexual abuse and public lewdness specifically on public transit could deter potential offenders by signaling that these acts are taken more seriously when they exploit the confined and public nature of transit systems.

  3. Recognizes the impact on public safety and comfort. The amendments are designed to foster a safer and more welcoming environment for all transit users, addressing concerns that such crimes undermine confidence in public transportation and disproportionately affect vulnerable populations such as women, youth, and the elderly.
