What's happening

This bill proposes a constitutional amendment to allow a special state lottery game whose proceeds fund grants for community groups.

Why it matters

  1. Expands funding options for local nonprofits. By allowing proceeds from a special lottery game to fund 501(c)(3) and 501(c)(4) organizations, this amendment gives community groups a new potential revenue stream, reducing reliance on traditional state or local grants and increasing their ability to deliver services.

  2. Targets diverse community needs. The eligible uses for grant funds include educational, recreational, cultural, senior, veterans, and social services programs, as well as volunteer ambulance services—potentially benefiting a wide range of populations and addressing gaps not covered by current state lottery education funding.

  3. Constitutional change with lasting impact. Because this is an amendment to the state constitution, it sets a precedent for how lottery proceeds can be used in the future, potentially influencing funding priorities and the relationship between state-sanctioned gaming and the nonprofit sector for years to come.
