What's happening
This bill directs the superintendent of financial services to study and report on title insurance premium rates and related charges in New York.
Why it matters
Potential for Lower Costs. By requiring an analysis of current title insurance premium rates and exploring ways to reduce them, the bill could lead to cost savings for homebuyers and property owners in New York, where title insurance is a mandatory but often opaque expense in real estate transactions.
Increased Transparency. The study will also examine what service charges are regularly added to title insurance bills, potentially shedding light on hidden or poorly explained fees that consumers currently face.
Policy Reform Foundation. The mandated report to the governor and legislature could serve as a basis for future legislative or regulatory changes, aiming to make the title insurance market more competitive, fair, and consumer-friendly.
