What's happening
This bill prohibits discrimination in government procurement based on personal or business associates' race, creed, or other protected characteristics.
Why it matters
Expands anti-discrimination protections to government procurement. , meaning agencies and local governments cannot base contracting decisions on a person’s or their associates’ race, creed, national origin, sexual orientation, or other protected characteristics.
Addresses indirect discrimination. by covering not just the contractor but also their business associates, employees, suppliers, and even customers—closing loopholes where bias could be exercised through association rather than direct identity.
Reinforces the state’s commitment to fair access in public spending. , potentially opening doors for more diverse businesses to compete for and win government contracts, which can have significant economic ripple effects.
Explicitly allows for affirmative action initiatives. aimed at increasing participation from historically underrepresented groups in government contracting, ensuring that efforts to improve diversity are not hindered by the new anti-discrimination provisions.
