What's happening
This bill requires automatic level three sex offender designation for certain offenses against victims under age eleven.
Why it matters
Mandates the harshest sex offender classification (level three) for anyone convicted of certain sexual offenses against children under eleven, regardless of individual risk assessment. meaning those convicted lose the possibility of being classified at a lower level due to mitigating factors.
Greatly increases public notification and monitoring requirements for these offenders. , as level three status comes with more extensive information sharing with law enforcement, schools, institutions, and the public, potentially impacting where offenders can live and work.
Removes judicial or board discretion in these cases. , effectively making level three designation automatic for a wide range of offenses against very young victims, which could have long-term consequences for rehabilitation and reintegration of offenders.
Expands the list of covered offenses. (including attempts) that trigger this automatic designation, signaling a legislative priority to intensify community protection measures when the crime involves children under eleven.
