What's happening
This bill requires New York City to suspend financial assistance to owners of residential buildings on the major problem owner list until all class C violations are resolved, and prohibits related tenant evictions during the suspension.
Why it matters
Directly targets landlords with serious, unresolved safety issues ("class C violations"), creating a strong financial incentive for timely repairs. this could significantly improve living conditions for tenants in the most problematic buildings.
Suspending financial assistance could impact landlords’ ability to operate or maintain buildings. this raises the stakes for compliance but may also risk underinvestment or deterioration if owners lack other resources.
Tenant protections are strengthened by barring evictions for nonpayment of rent or lease violations tied to outstanding class C violations. this helps prevent retaliation and shields tenants from being penalized for issues caused by negligent landlords.
The bill elevates the role of the city's "major problem owner list" as a key enforcement tool. putting public and government pressure on owners with chronic safety or habitability violations, and potentially increasing transparency around bad actors in the housing market.
