What's happening

This bill creates a grant program to help New York dry cleaners switch from perchloroethylene to nontoxic, nonsmog-forming cleaning systems.

Why it matters

  1. Targets Environmental & Public Health Risks. By incentivizing the switch away from perchloroethylene—a chemical linked to smog formation and health hazards—this bill aims to directly reduce air pollution and potential health risks in communities, especially those historically exposed to higher levels of air contaminants.

  2. Focuses on Environmental Justice. The program specifically prioritizes grants for dry cleaners in areas most impacted by air pollution, including “environmental justice communities,” which often face disproportionate environmental burdens.

  3. Provides Substantial Financial Support. Eligible dry cleaning businesses can receive grants of $10,000 to completely replace toxic systems, helping overcome the financial barrier to adopting safer, more sustainable technologies.

  4. Mandates Ongoing Accountability. The bill requires the Department of Environmental Conservation to report every three years on the program’s effectiveness, ensuring ongoing oversight and possible adjustments to maximize public benefit.
