What's happening

This bill creates a demonstration program to increase primary care medical personnel in high-need New York communities using expanded eligibility for limited physician permits.

Why it matters

  1. Expands the pool of eligible medical personnel. By allowing medical graduates who have not completed all parts of the licensing exam, and certain foreign-trained physicians, to receive limited permits, the bill addresses physician shortages in underserved areas and offers new career pathways for these individuals.

  2. Targets geographically diverse, high-need communities. The program specifically designates demonstration sites across rural and urban areas, ensuring that both small towns and large cities with significant gaps in primary care receive additional resources.

  3. Requires data collection and outcomes reporting. The mandated report to state leaders includes statistical analysis on patient health outcomes, hospitalization rates, and chronic illness statistics, providing critical feedback on the effectiveness of using limited-permit physicians in high-need settings.

  4. Limits practice to supervised settings. Permit holders can only practice under the supervision of fully licensed physicians and only at designated demonstration sites, aiming to maintain quality of care while expanding access.
