What's happening
This bill prohibits the use of power leaf and lawn blowers outside specified hours and imposes a fine for violations.
Why it matters
Reduces noise and air pollution during early morning and late evening hours. By restricting when power leaf and lawn blowers can be used, the bill aims to provide quieter, cleaner air for residents during times when people are typically at home resting.
Direct impact on landscaping businesses and homeowners. Those who rely on power blowers for yard maintenance will need to adjust their schedules, potentially affecting work patterns and operational costs for landscapers and property managers.
Public health and quality of life considerations. The measure is justified as an amendment to the public health law, indicating a legislative intent to address health concerns such as respiratory issues, stress, and sleep disruption associated with blower use outside the permitted hours.
Civil penalties reinforce compliance. The introduction of a $100 fine for violations provides a financial deterrent, encouraging individuals and businesses to adhere to the new restrictions and signaling the seriousness with which the state views this quality-of-life issue.
