What's happening

This bill requires clinical laboratories to send test results only to the requesting health care professional and, upon written request, to the patient.

Why it matters

  1. Strengthens patient privacy. by ensuring that clinical laboratory results are only sent directly to the requesting health care professional, reducing the risk of unauthorized disclosure or accidental sharing of sensitive medical information.

  2. Empowers patients. by granting them the explicit right to access their own laboratory results, but only if they make a written request, reinforcing patient autonomy over their personal health data.

  3. Limits automatic distribution. of lab results to third parties or other health care providers unless they are designated agents or employees of the requesting professional, which may help reduce confusion or miscommunication about test findings.

  4. May impact workflows. for both clinical labs and providers, requiring them to establish clear processes for handling patient requests and ensuring compliance with the new reporting requirements.
