Targets areas most vulnerable to power outages. by prioritizing recommendations for regions that have experienced severe storm damage in the past two years, aiming to address and mitigate the impact of future extreme weather events.
Seeks to identify practical funding solutions. for building microgrids, which could influence how quickly and widely such systems are deployed, and determine whether costs will be borne by public funds, private investment, or other means.
Could shape New York’s broader energy and emergency preparedness strategy. by requiring the Public Service Commission to collaborate with homeland security and emergency services, potentially setting a precedent for similar initiatives in other states or at the federal level.

AN ACT to require the public service commission to develop recommendations regarding the establishment of microgrids
The People of the State of New York, represented in Senate and Assembly, do enact as follows:
Section 1. Notwithstanding the provisions of any general, special or local law to the contrary, the public service commission, in consultation with the division of homeland security and emergency services, shall develop recommendations regarding the establishment of microgrids in the state of New York.
