What's happening
This bill expands the definition of a sex offense to include sexually motivated felonies under section 130.91 of New York law.
Why it matters
Expands who must register as a sex offender. By including "sexually motivated felonies" under section 130.91, this bill broadens the range of crimes that can trigger mandatory registration, affecting individuals convicted of a wider array of offenses with a sexual motive.
Potentially increases public notification and monitoring. More offenders would be subject to community notification, residency restrictions, and ongoing law enforcement monitoring, which could impact both public safety and the lives of those convicted.
Aims to close loopholes in current sex offense laws. The change addresses situations where a felony is sexually motivated, but not previously classified as a "sex offense," ensuring those cases are treated with the same seriousness under the law.
Could affect sentencing, parole, and rehabilitation options. Individuals convicted of sexually motivated felonies may face stricter legal consequences, different parole conditions, and altered access to rehabilitation programs due to their new classification.
