What's happening
This bill allows Southampton to make certain payments from its community preservation fund without counting them toward local tax levy limits.
Why it matters
Helps protect local district funding. By allowing Southampton to make payments to certain school, fire, and ambulance districts without those payments counting towards tax levy limits, the bill ensures these districts don’t lose critical funding due to preserved lands being exempt from property taxes.
Supports land conservation without penalizing services. The bill addresses the financial impact that land preservation (which removes land from the tax rolls) can have on essential local services, making it easier for the town to pursue conservation goals without harming district budgets.
Prevents forced trade-offs for taxpayers. Because these payments are excluded from state-imposed tax caps, the town can support both community preservation and district services without needing to choose between environmental goals and compliance with tax limit laws, or risking reductions in public safety and education.
Targeted relief for high-impact areas. The bill specifically names districts in and around the Long Island Pine Barrens, focusing relief on those most affected by land acquisition for preservation, which may encourage further conservation efforts in these sensitive areas.
