Increases traceability and oversight of firearm, rifle, and shotgun shipments. by requiring detailed manifests that include not just the shipper and consignee information, but also firearm-specific details such as make, model, manufacturer, and, for internet sales, serial numbers and seller website information.

  2. Mandates advance written notification to both local law enforcement and the State Police. about incoming shipments, giving authorities prior knowledge of who is sending and receiving firearms, potentially aiding in the prevention or investigation of illegal transfers.

  3. Empowers law enforcement to delay delivery. for a “reasonable period” if they need time to investigate whether the recipient is legally allowed to possess the firearms, acting as an additional check against unlawful acquisition.

  4. Creates felony-level penalties for knowing violations. of the new requirements for transporting rifles or shotguns, especially in jurisdictions where permits are needed, which may deter careless or illicit shipping practices and increase accountability among shippers.
