What's happening
This bill requires unredacted reports on inmate deaths from the Correction Medical Review Board, except to protect confidential medical or behavioral health information.
Why it matters
Increases transparency and public accountability. by mandating that reports on inmate deaths from the Correction Medical Review Board are provided unredacted, except where required to protect private medical or behavioral health information, making it harder for agencies to conceal potential problems or patterns of negligence.
Broadens who receives detailed reports. by ensuring that, beyond just the commission, all recipients of the annual report (such as legislators, oversight bodies, or other stakeholders) get the full information, which could fuel policy changes or investigations into systemic issues.
Balances transparency with privacy rights. by specifically allowing redaction only for confidential health information as required by law, which aims to protect inmates’ sensitive data while still exposing other relevant details about deaths in custody.
Could lead to improved jail and prison conditions. by making recommendations to prevent future deaths more visible and actionable, potentially prompting reforms in correctional health practices or oversight if patterns of preventable deaths are identified.
