What's happening

This bill expands civil service veterans' credits eligibility to all honorably discharged veterans, regardless of wartime service.

Why it matters

  1. Broadens eligibility for civil service credits. by allowing all honorably discharged veterans, not just those who served during officially designated wartime periods, to qualify—potentially increasing the number of people who receive hiring and promotional advantages in state and local government jobs.

  2. Removes complex, outdated service period distinctions. (such as specific wars or conflicts), making the law more inclusive and easier to interpret for both veterans and civil service administrators.

  3. Recognizes service-related disabilities from any military service. , not just those incurred during a “time of war,” which could provide important support to disabled veterans who served during peacetime or in non-traditional conflicts.

  4. May increase competition for civil service positions. and impact workforce diversity, as a wider pool of veterans could now receive preference points, influencing hiring dynamics and potentially affecting non-veteran applicants.

Who cares

  • Peacetime veterans seeking civil service jobs or promotions

The bill would remove the wartime-service requirement for veterans’ credits while retaining discharge, residency and citizenship or lawful permanent residency requirements.

  • Veterans with service-connected disabilities

The bill would allow qualifying disabilities incurred outside wartime to count toward disabled-veteran status, while retaining certification and disability-rating requirements.

  • Civil service agencies administering competitive examinations

Agencies would apply the expanded eligibility rules to examinations for original appointment and promotion created after the bill takes effect.
