What's happening

This bill allows the New York City water board to offer a 10% discount on water bills for senior citizens and veterans.

Why it matters

  1. Targets two vulnerable groups. By specifically including both senior citizens (65+) and veterans, the bill aims to provide financial relief to populations that may be on fixed incomes or face challenges related to age or service.

  2. Broad definition of veteran. The legislation recognizes service in various branches (including reserves and state military forces such as the New York guard or naval militia), potentially expanding eligibility beyond federal active-duty veterans.

  3. Local discretion and implementation. The water board is given authority to set up rules and processes, meaning the effectiveness and accessibility of the discount could vary depending on how the board carries out the law.

  4. Potential impact on city finances. While offering direct financial relief to individuals, the measure could affect the water board’s revenue, which may influence future water rates or city budgeting decisions.
