What's happening

This bill requires the Department of Corrections to provide free, regular transportation for visitors to correctional facilities from major cities.

Why it matters

  1. Enhances family and community connections for incarcerated individuals. by making it easier and more affordable for loved ones to visit, which research shows can improve rehabilitation outcomes and reduce recidivism.

  2. Reduces the financial and logistical burdens. on families—especially those from low-income backgrounds or living far from prisons—by eliminating transportation costs and providing regular, predictable schedules.

  3. Addresses disparities in prison visitation. since many New York State prisons are located far from major cities (where many inmates’ families reside), thus helping to level the playing field for all families regardless of geographic or economic status.

  4. Increases transparency and accessibility. by requiring clear public communication about transportation options, both online and via telephone, and ensures inmates are informed of these services upon entering or transferring facilities.
