What's happening
This bill allows Bnos Bais Yaakov to apply retroactively for property tax exemption for specific years in Queens, New York.
Why it matters
Could set a precedent for retroactive property tax relief. Allowing Bnos Bais Yaakov to apply for past exemptions might open the door for other nonprofits or religious organizations to seek similar retroactive relief, affecting how tax laws are enforced in the future.
Potential financial implications for the city. If the exemption is granted, New York City may need to refund or forgo collection of several years’ worth of property taxes, fines, and interest for the specified lots, which could impact municipal revenues.
Highlights the importance of administrative deadlines. The bill underscores how missing filing deadlines can have long-term financial consequences for organizations, but also shows the legislature’s willingness to provide remedies in exceptional cases.

AN ACT to authorize Bnos Bais Yaakov to file an application for exemption from real property taxes
The People of the State of New York, represented in Senate and Assembly, do enact as follows:
Section 1. Notwithstanding any other provision of law to the contrary, the commissioner of the New York city department of finance is hereby authorized to accept from Bnos Bais Yaakov an application for exemption from real property taxes pursuant to section 420-a of the real property tax law for the 1997, 1998, 1999, 2000, 2001, 2002, 2003, and 2004 assessment rolls, for the parcels owned by Bnos Bais Yaakov in the city of New York, borough of Queens, designated as block 15585, lots 11 and 16 in such borough.
