What's happening

This bill prohibits towing occupied vehicles solely for unpaid parking judgments and raises the minimum judgment amount for unoccupied vehicle removal in New York City.

Why it matters

  1. Protects individuals from having their occupied vehicles towed solely due to unpaid parking judgments, which can prevent potentially dangerous confrontations and avoid leaving people stranded or at risk (e.g., parents with children, elderly, or disabled drivers).

  2. Raises the threshold for towing unoccupied vehicles for unpaid parking judgments from $350 to $500, providing greater financial leeway for vehicle owners before facing removal, which could help those struggling to pay fines avoid immediate and potentially devastating loss of their transportation.

  3. Requires that unoccupied vehicles cannot be towed for unpaid judgments unless booting (immobilizing) is not possible, prioritizing less disruptive enforcement methods and possibly reducing towing-related costs and inconveniences for owners.

  4. Limits towing charges to what is considered normal and reasonable within New York City, potentially preventing predatory or excessively high fees often associated with vehicle removal, and offering some consumer protection.
