What's happening

This bill establishes a reentry program to support elderly inmates over 50 with planning, services, and supervision upon release.

Why it matters

  1. Addresses unique needs of aging inmates. By mandating geriatric assessments and individualized release plans, the program recognizes that older adults face distinct health and social challenges both in prison and during reentry, potentially improving their quality of life and reducing health crises.

  2. Promotes coordinated care and support. The bill requires collaboration among state, city, and county agencies—as well as local senior centers and service providers—to ensure that elderly parolees receive comprehensive support, such as housing, health care, and connections to benefits.

  3. Aims to reduce recidivism and homelessness. By providing structured case management and parole board interview preparation (including help finding approved residences), the program seeks to stabilize the reentry process for this vulnerable population, which could lower rates of reoffending and homelessness among elderly former inmates.

  4. Leverages community resources and expertise. Allowing the department to contract with nonprofits and engage local stakeholders means the program can tap into existing networks and services, potentially making reentry more effective and cost-efficient.
