What's happening

This bill requires counties with cities over 125,000 people to share wireless surcharge funds with those cities based on their share of 911 calls.

Why it matters

  1. Ensures cities with large populations directly receive funds based on their actual use of the 911 system, potentially leading to more equitable and efficient support for local emergency services.

  2. May improve the quality and responsiveness of public safety communications within large cities by giving them a dedicated share of wireless surcharge revenues to manage their own 911 infrastructure.

  3. Requires counties to be more transparent and accountable in their allocation of surcharge funds, as distributions must now reflect the proportion of 911 calls managed by each city.

  4. Could shift local budget priorities, prompting both counties and qualifying cities to more closely track and report 911 call data, influencing future funding and investments in emergency communication systems.

Such city or county shall separately account for and keep adequate books and records of the amount and object or purpose of all expenditures of all such monies. If, at the end of any fiscal year, the total amount of all such monies exceeds the amount necessary for payment of the above mentioned costs in such fiscal year, such excess shall be reserved and carried over for the payment of those costs in the following fiscal year.
