What's happening

This bill requires school districts (except those in NYC) to offer extracurricular and athletic programs to private, parochial, or home-instructed students upon request.

Why it matters

  1. Expands access to school programs. By allowing private, parochial, and home-instructed students to participate in public school extracurricular and athletic activities, the bill could give these students more opportunities for socialization, teamwork, and enrichment that they might otherwise lack.

  2. Resource and logistical implications for districts. School districts (except those in NYC) may need to plan for increased participation, which could impact budgeting, scheduling, and availability of spots in popular programs or teams.

  3. Equity and inclusion considerations. The bill aims to create a more level playing field for non-public school students in accessing public resources, which could address concerns about fairness and the use of taxpayer-funded facilities and programs.

  4. Administrative requirements for families and schools. The requirement for a written request by June 1st prior to the school year sets a clear process but may require families and school districts to adapt to new timelines and procedures for planning participation.
