What's happening

This bill extends until December 31, 2019, Middletown’s authority to sell or pledge delinquent tax liens to private parties.

Why it matters

  1. Local scope. The change applies only to Middletown’s delinquent liens, not tax collection statewide.

  2. Collection option preserved. In addition to selling or pledging liens, the underlying law allows the city to hire a private party to collect delinquent tax liens.

  3. Timing, not new powers. The bill moves the existing law’s expiration from 2017 to 2019 without changing its authorized transactions. The amendment would take effect immediately.

Who cares

  • Middletown officials

The bill would preserve their options for handling some or all of the city’s delinquent tax liens through private parties.

  • Property owners with delinquent Middletown tax liens

Their liens could continue to be sold, pledged as loan collateral or collected by a private party under the existing authority.

  • Private lien buyers, lenders and collectors

The bill would continue the city’s authority to contract with them over delinquent liens.
