What's happening
This bill prohibits New York State and its subdivisions from participating in or funding artificial pheasant propagation, requiring closure of state-run pheasant production facilities.
Why it matters
Ends State Support for Pheasant Stocking. The bill eliminates all state and local government involvement in breeding, raising, and releasing pheasants for purposes like hunting or wildlife management, signaling a major policy shift in how New York manages game bird populations.
Financial and Operational Impact. By requiring the closure of state-run pheasant production facilities, the bill may reduce expenditures from the state’s Conservation Fund and free up resources previously dedicated to artificial propagation programs.
Potential Effects on Hunting and Conservation. Hunters and organizations that rely on artificially propagated pheasants for game opportunities could be impacted, possibly reducing hunting-related activities and revenues in affected regions.
Clarifies Scope of Change. The bill includes language to ensure it does not affect rights granted under section 11-1901, which may pertain to private game propagation or hunting rights, aiming to limit the scope of the ban to government activities.
