What's happening
This bill requires a valid firearm license to buy ammunition in New York and sets penalties for violations.
Why it matters
Makes ammunition purchases subject to the same licensing requirements as firearms, potentially reducing the ease with which individuals without a valid firearm license can obtain ammunition.
Places new legal responsibilities and compliance burdens on sellers of ammunition, requiring them to verify firearm licenses and possibly track transactions more closely.
Empowers the state attorney general to enforce these rules by seeking court injunctions and imposing civil fines of $500–$1,000 per violation, with each sale or distribution counted separately, which could lead to significant penalties for repeated or large-scale violations.
Broadens the definition of “ammunition” to include anything hurled by a weapon, not just bullets, possibly affecting sales of a wider array of products than traditional ammunition.
