MOSLEY -- read once and referred to the Committee on Cities AN ACT to amend the administrative code of the city of New York, in relation to a notice requirement prior to the establishment of perma- nent homeless shelters The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 21-312 of the administrative code of the city of 2 New York is amended by adding a new subdivision f to read as follows: 3 f. Establishment of new permanent homeless shelters. 1. Not less than 4 thirty days prior to the public hearing held by the mayor's office of 5 contract services relating to the construction of a permanent homeless 6 shelter, the department shall provide, in not less than two forms of 7 communication, notice of the details of the proposed permanent homeless 8 shelter, including the social services operator of such permanent home- 9 less shelter, the address of such permanent homeless shelter, the 10 expected census of such permanent homeless shelter and the expected 11 certified capacity of such permanent homeless shelter, to the following 12 officials: 13 (i) the community board of the community in which the proposed perma- 14 nent homeless shelter is to be located; 15 (ii) the city council member representing the district in which the 16 proposed permanent homeless shelter is to be located; 17 (iii) the member of the state assembly representing the district in 18 which the proposed permanent homeless shelter is to be located; 19 (iv) the state senator representing the district in which the proposed 20 permanent homeless shelter is to be located; 21 (v) the member of the federal House of Representatives representing 22 the district in which the proposed permanent homeless shelter is to be 23 located; and EXPLANATION--Matter in italics (underscored) is new; matter in brackets [ ] is old law to be omitted. A. 8106 2 1 (vi) the borough president of the borough in which the proposed perma- 2 nent homeless shelter is to be located. 3 2. The department, not less than thirty days prior to the opening of 4 any new permanent homeless shelter, shall provide notice of the address, 5 proposed census and proposed certified capacity of such permanent home- 6 less shelter to the precinct of the police department in which such 7 permanent homeless shelter is located. 8 § 2. This act shall take effect on the thirtieth day after it shall 9 have become a law.
