What's happening

This bill grants paid leave to New York state employees who are Civil Air Patrol or Coast Guard Auxiliary Pilots for training or emergency missions, up to 20 days per year.

Why it matters

  1. Supports emergency response readiness. by allowing trained state employees to participate in critical Civil Air Patrol or Coast Guard Auxiliary missions without risking their income or job security, potentially improving New York’s ability to respond to disasters and emergencies.

  2. Incentivizes volunteerism among skilled pilots. by removing barriers (like unpaid leave or use of personal vacation/sick days), which may encourage more state workers with flight training to join or remain active in these auxiliary services.

  3. Protects employee benefits and career progression. by ensuring that time spent on these missions does not result in loss of seniority, vacation, sick leave, or overtime eligibility—key factors in long-term job satisfaction and retention for state employees.
