What's happening
This bill creates the New York Certified Retirement Community Program to promote and support communities that attract retirees to live in New York.
Why it matters
Comprehensive Criteria for Retirement Communities. The bill sets up a detailed assessment process for certifying retirement communities, evaluating factors such as local taxes, housing options, healthcare services, transportation, education, recreation, and safety—meaning communities must meet specific standards to earn and keep the designation, not just self-identify as “retiree-friendly.”
Multi-Level Oversight and Community Involvement. The program requires both state-level (through a diverse advisory committee) and local-level (via steering and subcommittees) participation, ensuring that a wide range of expertise and community voices shape how retirement communities are evaluated, promoted, and supported.
State Support for Local Initiatives. Certified communities can access state assistance for marketing, training, and materials, which can help smaller or under-resourced areas attract retirees, boost local economies, and enhance services for seniors—potentially shifting population trends and economic development.
Accountability and Continuous Improvement. By mandating annual reporting to the governor and legislature, the bill builds in ongoing evaluation and the opportunity to refine the program, ensuring it remains responsive to retirees’ needs and successful in its goals over time.
