What's happening

This bill requires drivers convicted of passing a stopped school bus for a second or subsequent time to attend a driver education course if recommended by the court.

Why it matters

  1. Targets Repeat Offenders. By mandating a driver education course for those convicted a second time (or more) of passing a stopped school bus, the bill aims to address habitual dangerous driving behavior, not just one-time mistakes.

  2. Court Discretion Ensured. The requirement for course attendance is tied to the court's recommendation, allowing judges to consider the circumstances of each case and tailor penalties accordingly.

  3. Focus on Prevention and Safety. Education is prioritized as a corrective measure, reflecting an intent to reduce future violations and improve awareness of the serious risks to children boarding or exiting school buses.

  4. Potential for Reduced Recidivism. By adding an educational component to financial and incarceration penalties, the bill seeks to change driver behavior in the long term, potentially reducing repeat offenses and enhancing overall road safety for schoolchildren.
