What's happening
This bill allows certain non-city special assessing units and approved assessing units in Nassau County to limit annual property tax class base proportion increases to 1%.
Why it matters
Limits sharp property tax shifts between classes. By capping annual base proportion changes at 1%, the bill reduces the likelihood of sudden, significant tax increases for any single class of property (e.g., residential, commercial), which can otherwise occur due to shifting property values or assessments.
Adds local control for Nassau County. The bill allows Nassau County’s approved assessing units to opt in by passing a local law or resolution, giving local governments the choice to implement this tax stability measure based on their community’s needs.
Protects taxpayers in non-city special assessing units. By extending the cap to certain non-city special assessing units, the bill aims to provide more predictable tax obligations for property owners outside of cities, increasing fairness and reducing volatility in property tax bills.
Potential impact on municipal budgets. While the bill helps shield property owners from steep tax jumps, it may also constrain how quickly local governments can rebalance tax burdens among property classes, potentially affecting revenue flexibility in response to changing economic conditions.
