What's happening

This bill enhances the Kings County health care facility transformation program by adding new requirements for public hearings, legislative briefings, reporting, and transparency regarding project awards and implementation.

Why it matters

  1. Increases accountability and public engagement. by requiring public hearings in Kings County both before and after project awards, ensuring community members and local officials are informed and able to provide input on major health care transformation initiatives.

  2. Mandates legislative transparency. through comprehensive briefings and notifications to the state legislature about project awards, implementation timelines, scoring criteria, and unsuccessful applicants, providing lawmakers with detailed oversight and the ability to respond to constituent concerns.

  3. Establishes regular and detailed reporting. on the progress and broader impacts of funded projects, including how they contribute to sustainable health care access, ambulatory care network development, and connections to other local initiatives (like affordable housing, youth programs, and economic development).

  4. Sets clear timelines and procedures. for project application, award, and re-application processes, including prompt action if initial applications are insufficient, which aims to speed up the implementation of needed health care infrastructure improvements in Brooklyn.
