What's happening
This bill amends the public health law to specify that a majority of appointed voting members constitutes a quorum for the Early Intervention Coordinating Council.
Why it matters
Clarifies how decisions are made. By specifying that a majority of appointed voting members constitutes a quorum, the bill removes ambiguity and ensures that council actions are based on the participation of most members, not just those present.
Reduces risk of unrepresentative decisions. This change helps prevent a small minority of members from making decisions without broad input, promoting decisions that better reflect the intentions of the full council.
Improves council reliability and legitimacy. Clearly defining quorum requirements can help avoid legal or procedural challenges to council decisions, making the council’s work more stable and credible.
