What's happening
This bill allows local governments to grant tax exemptions to private water-works corporations for property used to supply water.
Why it matters
Expands local control over tax policy. The bill gives not only cities with populations over one million (like New York City), but also counties, towns, villages, and school districts the power to decide whether to grant tax exemptions to private water-works corporations, thus decentralizing important tax decisions.
Incentivizes private water infrastructure investment. By allowing tax exemptions for property used by private water-works companies, local governments can encourage private investment in building, maintaining, or improving water supply infrastructure—potentially leading to better water services or lower costs.
Potential impact on local tax revenues and public services. Granting these exemptions could reduce the property tax base for municipalities that choose to adopt them, possibly affecting available funding for services like schools, roads, or emergency response, depending on how widely the exemptions are applied.
