What's happening

This bill requires the Department of Environmental Conservation to consult with local governments before closing municipal property to horseshoe crab harvesting.

Why it matters

  1. Enhances Local Input. By requiring the Department of Environmental Conservation (DEC) to consult (rather than just "cooperate") with local governments before closing municipal property to horseshoe crab harvesting, the bill strengthens the role of towns, villages, and counties in resource management decisions that directly affect their areas.

  2. Potentially Affects Conservation Outcomes. The change from "cooperate" to "consult" could alter how much influence local governments have in the decision-making process, possibly making it easier or harder to enact harvest closures depending on how consultation is interpreted and implemented.

  3. Impacts Local Economies and Stakeholders. Municipal decisions about horseshoe crab harvesting can affect local commercial and recreational interests, including fisheries, wildlife, and tourism, so this bill could have direct economic and ecological implications for affected communities.
