What's happening
This bill requires gas pipeline and gathering line projects to submit spatial mapping data and establishes a public mapping system in New York.
Why it matters
Increases transparency and public access to information. by requiring detailed spatial mapping data (such as GIS data) for proposed gas pipelines and gathering lines, making it easier for communities and stakeholders to know where these projects are planned.
Creates a centralized, computer-based mapping system. managed by the state, which overlays pipeline locations with areas regulated under environmental conservation law—potentially helping to identify environmental risks and conflicts before construction begins.
Clarifies definitions and scope. by specifically defining what counts as a “gathering line” and a “pipeline facility,” and by excluding local utility distribution systems and certain federally regulated pipelines, focusing state oversight on other types of infrastructure.
May improve environmental and safety oversight. by ensuring state agencies have comprehensive, up-to-date information on pipeline infrastructure, supporting better planning, emergency response, and environmental protection efforts.
