What's happening

This bill repeals and replaces Section 883 to require industrial development agency members and employees to disclose conflicts of interest and recuse themselves from related decisions.

Why it matters

  1. Expands transparency. by requiring industrial development agency (IDA) members and employees to publicly disclose any financial or personal interests in entities seeking agency benefits, helping to ensure the public is aware of potential conflicts.

  2. Mandates recusal. from discussions and votes where a conflict exists, which aims to prevent biased decision-making and strengthen the integrity of agency actions regarding financial assistance or tax exemptions.

  3. Standardizes disclosure procedures. by specifying that written disclosures must become part of the agency's official record, creating a traceable and permanent record of conflicts for accountability.

  4. Limits repetitive disclosures. so that once an interest is disclosed for a given fiscal year, further disclosures about the same interest are not required, reducing administrative burden while maintaining oversight.
