What's happening

This bill increases penalties for promoting, patronizing, and permitting prostitution, including new felonies and sex offender registration for certain offenses.

Why it matters

  1. Elevates severity of prostitution-related crimes. By reclassifying patronizing a prostitute and promoting prostitution at various degrees from misdemeanors to felonies, the bill significantly increases the legal consequences for those involved—raising the stakes for individuals who buy sex or facilitate prostitution.

  2. Targets those who enable or profit from prostitution involving minors. New language specifically creates a felony offense for permitting prostitution in the first degree when it involves children under 17, reflecting a legislative focus on combating child exploitation and holding property owners or controllers accountable.

  3. Expands mandatory sex offender registration. The bill adds the new felony of permitting prostitution in the first degree to the list of offenses that trigger mandatory registration as a sex offender, potentially increasing long-term monitoring and restrictions for those convicted.

  4. Aims to deter demand and third-party involvement. By escalating penalties for both patrons and those who manage or permit prostitution, especially in cases involving minors, the legislation seeks to reduce demand and disrupt the infrastructure that allows commercial sexual exploitation to persist.
