What's happening
This bill directs additional traffic fines and surcharges to county programs combating drunken driving.
Why it matters
Participating counties. Applies to counties statewide that establish special traffic options programs for driving while intoxicated, not every county automatically.
Revenue shift. Redirects mandatory surcharges for specified driving offenses and vehicular assault and manslaughter convictions from state accounts to participating counties.
Conditional licenses. Adds fines from conditional-license infractions to county program revenue, with money held in a separate account controlled by the county’s chief fiscal officer.

Who cares
County anti-DWI programs
They would receive additional categories of fine and surcharge revenue.
Courts and administrative tribunals
They would route covered surcharge collections to participating counties rather than state accounts.
County fiscal officers
They would control the additional receipts deposited in dedicated program accounts.
State fiscal officials
They would receive less surcharge revenue for state accounts because covered collections would go to counties.
