What's happening

This bill authorizes Empire State Development to hire independent consultants to review and improve state agency MWBE procurement procedures.

Why it matters

  1. Brings outside, independent expertise. into the review of how state agencies handle contracts with minority- and women-owned businesses, potentially uncovering issues that internal reviews may miss.

  2. Evaluates both procedures and personnel. , including the training and outreach efforts of staff involved in procurement, which could identify systemic barriers or gaps in staff capability that affect MWBE participation.

  3. Requires regular, ongoing reporting. (quarterly), ensuring that findings and recommendations for improvement are up-to-date and can prompt timely action rather than waiting for infrequent reviews.

  4. Potentially leads to concrete improvements in MWBE access to state contracts. by mandating actionable recommendations, not just assessments, and making agencies more accountable to address disparities.
