What's happening
This resolution requires that all bills introduced during an Assembly Extraordinary Session must come from the Committee on Rules or via Senate message.
Why it matters
Concentrates bill introduction power. in the Assembly during an Extraordinary Session, making the Committee on Rules or the Senate the only sources for new bills—this could streamline legislative action but reduce input from individual Assembly members.
May increase leadership control. over the legislative agenda in urgent or crisis sessions, potentially speeding up responses but also limiting broader debate or proposals from rank-and-file lawmakers.
Could impact transparency and accountability. by narrowing who can introduce legislation, making it easier to manage the flow of bills but potentially reducing scrutiny and diversity of ideas.
