What's happening
This resolution amends Assembly rules to set a 90-day deadline for electing a new Speaker and adds new candidate requirements and procedures.
Why it matters
Introduces a 90-day deadline. for electing a new Speaker, ensuring the Assembly cannot remain leaderless for an extended period, which could reduce political uncertainty and legislative stagnation.
Prohibits immediate re-election of a long-serving Speaker. by barring anyone who has served as Speaker in the previous eight years from being a candidate, encouraging leadership turnover and potentially new policy directions.
Requires open questioning of Speaker candidates. in front of the full Assembly, aiming to increase transparency and allow members (and the public) to better assess candidates’ backgrounds, qualifications, and plans.
Guarantees every Assembly member a public, timed opportunity (up to two minutes) to explain their vote for Speaker. , promoting individual accountability and potentially informing constituents about their representative’s choices and reasoning.
