What's happening
This resolution allows each Assembly member to bring at least one substantive bill of their choice to a floor vote each term.
Why it matters
Empowers individual Assembly members. By guaranteeing that each member can bring at least one significant bill to a floor vote, the resolution curtails the power of committee chairs and leadership to block legislation, giving more voice to rank-and-file lawmakers.
Increases legislative transparency and accountability. Public floor votes on more bills mean voters can more easily see where their representatives stand on specific issues, rather than having bills stall in committee without debate or record.
Could diversify legislative debate. Allowing every member to select a bill for floor consideration ensures a wider variety of topics and local concerns can receive statewide attention, not just those prioritized by leadership.
Limits exclusions for “home rule” bills. By excluding bills that require a home rule request (typically local issues needing municipal approval), the rule prioritizes statewide or broadly impactful legislation for guaranteed floor votes.
