What's happening
This resolution limits Assembly majority or minority leaders to four consecutive two-year terms in those leadership positions.
Why it matters
Imposes leadership turnover. By capping the number of consecutive terms leaders can serve, the resolution ensures regular changes in Assembly leadership, which can introduce new perspectives and approaches to legislative priorities.
Reduces consolidation of power. Limiting term lengths for majority and minority leaders helps prevent any one legislator from accumulating excessive influence over the Assembly’s agenda and internal decision-making.
Encourages broader participation. The amendment may motivate more members to seek leadership positions, knowing that access to these roles will not be indefinitely controlled by a small group of long-serving individuals.
Potentially impacts legislative continuity. While fresh leadership can spur innovation, it may also disrupt ongoing initiatives or the continuity of long-term policy and strategy within Assembly caucuses.
