Raises awareness about community vigilance. By recognizing Fran Andriano’s quick action in helping a vulnerable person, it sends a message about the value of everyday attentiveness and willingness to assist others, especially for those with special needs like Alzheimer's disease.
Affirms recognition beyond typical heroics. The award acknowledges contributions that might otherwise go unnoticed, reinforcing that impactful service can come from unexpected places and routine roles within government services.
