What's happening

This bill designates certain streets in the city of Norwich as state arterial highways, adding approximately 1.51 miles to the state system.

Why it matters

  1. Shifts responsibility for maintenance and upgrades. By designating these Norwich streets as part of the state arterial highway system, the state—not the city—will likely assume more responsibility for maintenance, repairs, and infrastructure upgrades, potentially reducing the local tax burden.

  2. Could influence traffic patterns and development. State arterial designation often brings changes to traffic flow, signage, and speed limits, which may impact local businesses, commuters, and residential neighborhoods along these streets.

  3. May improve funding and road quality. State highways are eligible for different (often greater) sources of funding for improvements, which could lead to better road conditions, enhanced safety features, and potential infrastructure modernization.

  4. Potential for increased regulation and oversight. With state designation, these roads may be subject to stricter regulations regarding access, construction, and adjacent land use, affecting property owners and future city planning decisions.

Title of bill

An act to amend the highway law, in relation to designating a certain highway in the city of Norwich, county of Chenango, as a state arterial highway

Purpose or general idea of bill

This bill designates a portion of state Route 23 as an arterial route of the State Highway system that passes through the City of Norwich.

Summary of specific provisions

Adds a third subdivision to section 349-E making a 2.8 mile stretch of highway an arterial route to the state highway system.

Justification

Currently, two state Routes that pass through the City of Norwich are designated under the State Highway Law. However, a third highway, State Route 23, traverses the City of Norwich on three streets (Pleasant, Rexford, and Plymouth Street). This comprises the longest state road that passes through the City, and should be designated as an arterial route.

The City of Norwich currently carries the unfair burden of arterial maintenance for the 1.51 mile stretch of Route 23, and during these tough economic times, this change will help the City of Norwich maintain the vital arterial route through Chenango County and the South Central Tier.
